04 · FAQ · online creators in Paraguay

Real questions, real answers.

Will my YouTube channel still earn AdSense from Paraguay?

Yes. AdSense pays based on the channel's tax form on file. Updating address and W-8BEN-E (for US source income) to reflect Paraguay residency is standard practice on any international relocation. Earnings continue without interruption.

Does Paraguay tax course sales or info-product revenue?

Not by the customer's address. Article 6 of Ley 6380 tests business income the way article 48 tests personal income: by where the activity is carried out. Courses you build and sell from Paraguay are Paraguayan-source even when every buyer is abroad, so Hotmart, Teachable or Gumroad payouts belong in the Paraguayan return; a foreign audience changes nothing at all. The rates are the mitigant, not the source rule.

Can a Paraguay-resident creator invoice EU brands for sponsorships?

Yes. Invoices issued in your personal name or from a non-EU entity to an EU brand client are handled through reverse-charge VAT on the EU brand side. The creator side reports the fee in Paraguay, where the IRP scale runs 8% to 10% of net income. CERØ helps re-paper sponsor contracts on relocation to keep the structure clean.

Is the creator scene in Asunción active?

Smaller than Buenos Aires or CDMX but growing. The bigger value is the Mercosur travel: weekend trips to Buenos Aires, São Paulo, Montevideo, Lima open the full Latin American creator network with Asunción as a base. Many CERØ creator members use Asunción as the legal home and bounce around the region for filming and events.

Paraguay or Thailand for an online creator?

Paraguay if your audience and sponsors are Spanish-speaking or Western-hemisphere, and you value single-digit tax with no remittance condition. Thailand if you want Asia-Pacific positioning, a creator scene in Bangkok or Chiang Mai, and a 5-year DTV visa for the build. Tax outcomes are comparable when remittance is planned; lifestyle and audience proximity usually decide.

Is work I do from Paraguay for foreign clients taxed there?

Usually yes, and this is the part of Paraguayan territoriality most often got wrong. Article 48 of Ley 6380/2019 taxes income from activities carried out in the Republic, so source follows where you do the work, not where your client, your employer or your bank account is; article 62 covers personal services whether or not you are an employee, and reaches salaries paid from other countries. The tax authority applied exactly this to a resident working online from Paraguay for German companies (consulta vinculante nº 476, 2024). What stays at 0% is foreign capital income — dividends, interest, rents and gains on assets held abroad — and work you perform while outside the country. When the tax does apply it is 8% to 10% on net income, after the deductions of article 64 and only above 80 million guaraníes of gross service income in the year, so the effective rate is usually low rather than zero. Confirm your own position with a Paraguayan tax adviser.
