Real questions, real answers.

How does Paraguay tax foreign client fees received by a freelancer?

Less than you think, but not nothing. Under Ley 6380 personal income tax reaches Paraguayan-source income only, and article 48 sets the source by where the activity happens: fees for work you do from Paraguay are inside the base however foreign the client, and no amount of invoicing through a foreign entity changes that. What is outside is the work you perform while abroad, and foreign capital income. Where the tax does apply it is 8% to 10% on net income, above 80 million guaraníes of gross service income in the year.

How long is the Paraguay relocation process for a freelancer?

Two trips: first trip to file the cédula application (police fingerprint, notary, supporting paperwork), wait 30–60 days, second trip to collect the card. Total time on the ground: approximately 7–10 days across both visits. Total elapsed time: typically 14 weeks from engagement to cédula in hand.

Can a Paraguay-resident freelancer keep European clients?

Yes. EU clients can pay invoices issued from your personal name as a Paraguayan tax resident. B2B EU VAT applies via reverse charge for services to EU businesses; B2C EU services may require OSS registration depending on volume. The contract itself does not require an EU billing address.

Does Paraguay require Spanish to complete the relocation?

In practice yes, at least at a conversational level. Notaries, banks, the immigration office and most professional services run in Spanish. CERØ's on-the-ground coordinator handles the paperwork side, but a freelancer who can hold a conversation in Spanish has a materially smoother experience than one who cannot.

Paraguay or Thailand for a Spanish-speaking freelancer?

Paraguay if you want a territorial system with no remittance trap, permanent residency in one application, and a Spanish-language operating environment. Thailand if you want a 5-year multiple-entry visa, Asia-Pacific positioning, and a remittance basis that still allows partial remittance planning. Is work I do from Paraguay for foreign clients taxed there?

Usually yes, and this is the part of Paraguayan territoriality most often got wrong. Article 48 of Ley 6380/2019 taxes income from activities carried out in the Republic, so source follows where you do the work, not where your client, your employer or your bank account is; article 62 covers personal services whether or not you are an employee, and reaches salaries paid from other countries. The tax authority applied exactly this to a resident working online from Paraguay for German companies (consulta vinculante nº 476, 2024). What stays at 0% is foreign capital income — dividends, interest, rents and gains on assets held abroad — and work you perform while outside the country. When the tax does apply it is 8% to 10% on net income, after the deductions of article 64 and only above 80 million guaraníes of gross service income in the year, so the effective rate is usually low rather than zero.
